Description. Identity unknown, even to cult members. The Whisperer speaks with a voice that seems to come from everywhere and nowhere, a gift from Serith. They communicate through encoded messages, intermediaries, and occasional direct visits in which they appear as a figure wrapped entirely in dark cloth, face hidden. The Whisperer is fanatically devoted to Serith.
GM Notes
Campaign Role. The Veil Unbound’s operational leader and a recurring antagonist throughout Act I and into later acts.
Identity. Left for the GM to decide. Options include:
- A Tidekeeper’s relative (implicates the Concord’s inner circle)
- A former Lantern-Keeper (makes it personal for Ashvane)
- A completely unknown figure (preserves mystery)
Choose whichever option best fits your table’s story.
Roleplay Notes. Never raises their voice, the whisper is the point. Speaks in second person (“you will understand, in time”). Refers to Serith as “the truth beneath.” Their presence is accompanied by a faint smell of deep brine.
