Appearance
Late twenties, slight build, dark hair worn loose (a deliberate violation of Keeper-caste grooming standards). Dresses as a student at the Athenaeum, though she was expelled two years ago. Her hands are ink-stained and she carries pamphlets in every pocket.
Personality
Passionate, idealistic, reckless. Petra is the Congregation’s most effective organizer in Ashveil because she genuinely doesn’t care about personal risk. She distributes pamphlets, organizes secret meetings in Athenaeum cellars, and has built a network of sympathetic scholars and students.
She worships Elowen Greaves and has never met her. Greaves is in Ostivaar.
What She Wants
- Caste abolition. To prove that Solvaen’s order was about justice, not hierarchy.
- A document in the Athenaeum’s restricted collection that she believes contains pre-Church interpretations of Solvaen’s teachings.

Petra is being watched by the Cinders, who plan to arrest her during the next “purge” and use her network to identify and eliminate Congregation sympathizers throughout Ashveil’s academic community.
She is also, unknowingly, being protected by Ashara Voss, who has instructed a trusted veteran in Ashveil to ensure Petra is warned before any arrest. Voss does not support the Congregation, but she opposes the Cinders on principle.
Plot hook: PCs who discover the Cinder plan can warn Petra, earning the Congregation’s trust. PCs who discover Voss’s protection can use that leverage in dealings with the Marshal.
