Description
A man designed to be overlooked. Late fifties, thin, with silver hair combed back from a narrow face and deep-set eyes that give nothing away. He dresses conservatively in dark blues and moves quietly, easy to miss in a crowd, which is entirely deliberate. Cordell Raith is the Concord of Tides’ intelligence chief, and he is genuinely good at his job. He processes information the way a mill processes grain: everything goes in, only useful output comes out. Calculating, patient, and outwardly competent, he is respected by his peers and feared by his subordinates. What he wants is simple: to survive what’s coming. He has no illusions about the Reach’s chances.

Raith is not a Veil Unbound member. He is a sympathizer. He has encountered Serith’s whispers through his intelligence work, interrogating Sleepwalkers, reading Whisper-Cell reports, and has privately concluded that Serith’s release is inevitable. He has chosen to position himself for the world that comes after.
He suppresses reports that might galvanize the Concord of Tides into action, ensures the Veil Unbound is never investigated too closely, and feeds information selectively, amplifying distractions and burying real threats.
He is not evil like Delric Mourne. He is a coward making pragmatic survival calculations, and his cowardice is killing people.
