Description
Late sixties, still broad-shouldered but going soft. White hair cropped short, deeply tanned face seamed with wrinkles. He walks with a slight limp from an old injury and wears the Tidefleet’s blue-grey uniform at all times, even in Concord Hall. Vayne is a career sailor who rose through the ranks by being reliable rather than brilliant. He is good at patrol, escort, and the routine work of keeping sea lanes open. He is less good at the extraordinary challenges the Reach now faces. Trench-creatures don’t fight like pirates. Black Tides don’t respond to naval tactics. He knows his fleet is being asked to do things it wasn’t designed for, and he is quietly worried.

Vayne is honest but cautious. He won’t suppress reports but he won’t amplify them either. His greatest weakness is institutional loyalty, he trusts the system even as it fails. His greatest strength is genuine care for his people, and he can be motivated by threats to his sailors.
The Tidefleet’s desertion rate is climbing and he’s hiding it from the Concord of Tides. He wants to protect his sailors. He wants to do his duty. And he wants to retire before things get worse, because he knows they will, even if he won’t say it aloud.
